WASHINGTON — Consumer prices jumped sharply in July, pushing the 12-month rate of inflation to 5.6 percent, the government reported Thursday, the highest it’s been in 17 years. The inflation numbers, which were nearly double what had been anticipated, underscored the hurt that American consumers are feeling from soaring food and energy prices.
